Fourth Quarter Existing-Home Sales Surge in Most States, Prices Up in More Areas

Strong gains in existing-home sales were the predominant pattern in most states during the fourth quarter, with many more metro areas seeing prices rise from a year earlier, according to the latest survey. Sales increased from the third quarter in 48 states and the District of Columbia; 32 states saw double-digit gains. Year-over-year sales were higher in 49 states and D.C.; all but three states had double-digit annual increases. Total state existing-home sales, including single-family and condo, jumped 13.9 percent to a seasonally adjusted annual rate 1 of 6.03 million in the fourth quarter from 5.29 million in the third quarter, and are 27.2 percent above the 4.74 million-unit level in the fourth quarter of 2008. Distressed property accounted for 32 percent of fourth quarter transactions, down from 37 percent a year earlier.

Bernanke: Record-low rates still needed, as reported by USA Today, Chairman of the Federal Reserve, Ben Bernanke told Congress on Wednesday that record-low interest rates are still needed to ensure that the U.S. economic recovery will last and to help cushion the sting of high unemployment. Bernanke struck a confident tone that the recovery should endure, but also expressed that rates will need to stay at exceptionally low levels for an extended period to in order to continue moderate economic growth as well as assist in the decline of unemployment rates.

Investor Report: HUD Regulations - Seller financing to buyers is an essential tool for many real estate investors, but proposed regulations from HUD could create big problems. In HUD's interpretation of who is, and who is not, a "mortgage originator," it exempts individuals who offer seller financing to homebuyers. However, the proposed regulation appears to limit the exemption to just one group -- people selling their own primary residences. That cuts out investors who offer seller financing on rental houses or second homes and condos. Under HUD's proposal, they'd have to go through the same registration, licensing, fingerprinting and other licensing hoops required of fulltime mortgage brokers.

FHA Chief Pulls No Punches on Housing While in Denver, as reported by In Denver Times, David Stevens, Commissioner of the Federal Housing Administration and Assistant Secretary for HUD compared the current real estate environment to what it was like in 1934 when the FHA was born. In a room of about 200 lenders he assured those in attendance that everything thing he does is a product of analysis of thousands of points of data and not whimsy. The steps that he is taking combined with the steps of the Obama Administration in his words are "helping to get the housing market back on track."

Committee agrees: HOAs need reining in, according the The Denver Daily News, a legislative committee agreed yesterday that homeowners associations need to be reined in, but the lawmakers did not goes far as to OK a plan to create a state ombudsman’s office for homeowners until revisions are made to the proposal. The panel heard from homeowners complaining about overreaching associations in what one witness called the “wild, wild, west of HOA land." Division of Real Estate chief Erin Toll said "There needs to be clear standards of conduct about what HOAs can and can't do along with clear sanctions if they don't follow those standards of conduct."

Taxpayers Seeking Homebuyer Tax Credits, Refunds Must File Paper, as reported by Realty Times, electronic filing will not be allowed for homeowners filing for the home buyer tax credit. The new filing rules are an effort to ward off a repeat of 90,000 taxpayers who fraudulently claimed the credit, according to the U.S. Treasury. All taxpayers (first time and move up buyers) seeking a credit or refund, must use the new IRS Form 5405 and submit it with additional closing documents as listed on the Form 5405.

Warren Buffett sees housing market bouncing back by 2011 - Billionaire Warren Buffett expects the U.S. to recover by 2011 as demand for houses catches up with the supply that accumulated during the bubble. "Within a year or so, residential housing problems should largely be behind us," Buffett wrote Saturday in his annual letter to the shareholders of his Berkshire Hathaway. "Prices will remain far below 'bubble' levels, of course, but for every seller or lender hurt by this there will be a buyer who benefits. Indeed, many families that couldn't afford to buy an appropriate home a few years ago now find it well within their means."

Workers placed the last piece of Aurora's Prairie Water Project supply pipe on Thursday, February 11, 2010, nearly 2 years after pipeline construction began. The Prairie Waters Project will help drought-harden the city beginning in 2011.

Workers lowered the final piece of 60 inch concrete-lined steel pipe with a crane into a 10-foot deep trench near the Aurora Reservoir and welded it into place. In total, workers installed 34 miles of 60-inch pipe from Weld County to the Aurora Reservoir.

"This moment is more than the end of major activities for the conveyance pipeline," said Darrell Hogan, Prairie Waters Project Program Director. "This marks a beginning for our final push to conclude construction activities by the end of the year. The project is on schedule and projected to be under budget."

The project broke ground in July of 2007 as work began on the Peter D. Binney Water Purification Facility, located north of the Aurora Reservoir. Pipeline activities began in March of 2008 to connect the North Campus, a natural purification area located along the South Platte River north of Brighton, to the new water purification facility. The completed pipeline will initially allow for 10,000 acre-feet of water to be delivered to Aurora.

Overall, the Prairie Waters Project is 88 percent complete. By May, work is scheduled to conclude on the projects three pumping stations. Workers will then begin testing the conveyance system and delivering water to the new treatment facility.

The Prairie Waters Project is the fastest, cost-effective and environmentally sustainable way to enhance Aurora's water supply. During 2003, the city had less than a 9 month supply of water due to a prolonged drought. To protect Aurora from future drought impacts, the Prairie Waters Project was developed to utilize existing return flows from its transbasin diversions and transferred agriculture rights.

In this superlative mystery-comedy, statuettes of little soldier boys on the mantel of a house on an island off the coast of Devon fall to the floor and break one by one as those in the house succumb to a diabolical avenger. A nursery rhyme tells how each of the ten "soldiers" met their deaths until there were none. Eight guests who have never met each other or their absent host and hostess are lured to the island and, along with two house servants, marooned. A mysterious voice accuses each of having gotten away with murder and then one drops dead... poisoned. One down, nine to go.

Bernie Cardell returns to Spotlight Theatre with "And Then There Were None" with a cast that includes Haley Johnson as Vera Claythorne, James O'Hagan Murphy as Anthony Marston, Andy Anderson as Philip Lombard, Jesse Pearlman as William Blore, Dell Domnik as Judge Wargrave, David Harms as Doctor Armstrong, Mike Kienker as Thomas Rogers, Priscilla Young as Ethel Rogers, Deborah Curtis as Emily Brent, and Wade Livingston as General MacKenzie.
